The target area for the Vallejo Fighting Back Partnership is the entire city of Vallejo. Once the home of the Navy's Mare Island Shipyard, the closing of the shipyard presents challenges and opportunities for the citizens of Vallejo.

Vallejo Fighting Back Partnership, an independent nonprofit organization, operates through a contract with the City of Vallejo.

Objectives:

Decrease substance abuse and related violence in deteriorating neighborhoods.
Increase numbers of persons in substance abuse treatment, and expand access for uninsured substance abusers.
Reduce substance abuse among youth.

Strategy:
The Vallejo Fighting Back Partnership provides a venue for collaboration among public and private institutions and the public at large, to develop and implement action plans to accomplish the aforementioned objectives. Public agencies and citizen involvement unite to improve deteriorating neighborhoods with excessive rates of substance abuse and mayhem. They will simultaneously develop a better service infrastructure to support recovering substance abusers. The Partnership will work to develop better outreach and utilization of the Solano County Medicaid benefit for substance abuse treatment. They will also work to expand access to treatment for those persons who are uninsured. The Partnership will work with the schools to train all personnel in identification and referral for substance abuse. They will establish a system for collecting accurate information on the numbers of students identified with substance abuse problems, suspended, and expelled for substance abuse. They will establish mentoring programs, and establish other linkages between schools and the community to reduce substance abuse among youth.
